Looks like a cool tool, not cheap though.... 1/4" pilot makes it a little large for a lot of applications.
The $6 wire wheel set at Harbor Freight would do the job... or a little piece of sandpaper etc.

With that mechanical regulator, it's true that it will "overcharge" if the regulator isn't grounded, but rumor has is that the second field connection on the square back alternator (one must have snuck into his garage too) has been grounded through the yellow wire. There's no doubt that connection looks to be a bad ground. Obviously, that would cause a "no charge" condition.When the regulator loses ground the charging system goes to 16 volts, not to zero charge. So ground is not the problem for no charge.
Removing the paint is not necessary. How many millions of new cars are built and they never remove any paint from under these gadgets. They work fine, and make it out of the factory, off the sales lot, past warranty and 50+ years without a problem.
The bolts need to be tight. They ground through the bolt threads and under the bolt head to the unit being grounded.
