I don't know all the differences between '69 and '70, as far as what's right/wrong, but here's a near-survivor '70 I once had. Clearly not black...

Yup. and then stuff them down the dealers throat. Phone banks at regional offices constantly calling dealers.
In the late nineties I was with Cadillac and they pulled this crap too. If we refused to take cars some would just show up and get put on our floorplan. We never refused because at least we could choose which leftovers we got.
