Question regarding an interior knob

Can someone please tell me what this "chrome thumb wheel" thing is on my dash? lol...I'm lost. It doesn't "dim" anything, don't understand it's function.

No, not a radio delete car...I guess somewheres along the way the stock unit was removed for an aftermarket radio...hole still there, lol
