rebuild my carb over the weekend

bought a second hand carb (carter BBD) off of ebay that has been sitting for a long while still original. rebuilt it, installed it no leaks so far. went to set the curb idle, got it all the way backed out and the idle is still at around 800 rpm's o_0 shouldn't it be stalling it self out when i have it all the way backed out?! do i need more throttle return springs?

tried to adjust the air mixure screw didn't seem to help much when i tried to play with it. the a/f tester said it was around 13.5
 
Everytime I run into that problem I have found the problem usually is some interference in anything that even remotely looks like it may move. I just pull it, bench it, and go over every movement of the throttle.
 
another rebuild kit i have to buy?!
 
Check to make sure the throttle blades are not getting stuck on the carb gasket, or intake.

Did you soak it in anything before rebuild kit went in? Did you strip it all the way down and blow out all the passages with compressed air?
 
Did you happen to remove and replace the throttle blades? They could be striking if they were not replaced just so.

My my money is on high idle cam and/or screw. Check it before you pull the carb.

i did soak it and rinsed with water and blew every thing out

did not remove the choke plate and throttle blades...

idk it might be a bum carb, should of used it for parts as i intended to use it as...
 
unhook the throttle linkage to make sure that the carb has enough movement to close. if it doesn't,check the base gasket between the manifold and carb to make sure the gasket openings are large enough like stated above. if it closes with the linkage disconnected the it is most likely a weak return spring. make sure none of your linkage is binding. putting a rod on backwards or in the wrong hole can cause weird things.
