Can someone please breakdown this serial number for me please.

Where is the build sheet located?

A reliable VIN decode is in the INFO section of the 1969 Chrysler parts book. www.mymopar.com for a free download. Seems like it is usually on page 8 of that section.

Build sheets will usually be in the top half of the rear seat cushion. Some will also be on the under side of the driver seat.

Greetings.....

For 1969, the H in the VIN tells us that the car came with a 383-4bbl. It does not tell us whether the assembly is HP or not. We have to look at other factors. Since this is a C body, and there is no HP assembly for a 69 C body, we know the car came with the 330 horse assembly.

VINs are administrative in nature and unrelated to production. 288639 is the 188639th VIN assigned at that plant for that year. It tells us nothing about the order in which cars were produced. Online decoders often repeat this erroneous belief.

Since this is a Windsor plant built car, you are looking for a (correct term) broadcast sheet that looks like the one below. (A build sheet is a different document rarely found in cars).

It will not look like the ones in American plant cars. The most common place to find a broadcast sheet is in the upholstery but you may want to look above the dash. Sometimes thy got tossed under the carpets.
