Steering Column Ground Issue

So the horn doesn't work on my 65 300. Last weekend, I took off the steering wheel and checked all the points. If I take the horn cable to touch the turn signal stalk or gear selector, the horn works, so there is some sort of ground in the column.

I've tried to locate a ground strap, but couldn't find one. I even tried to tap one in, but to no avail. Took a multimeter and found that the steering shaft would only allow 3-4 volts to travel. Now here is the weird part. If I unbolt the column from the dash and push it to 7 o'clock, voltage goes to normal at 12V, and the horn works as it should, move it back and it drops to 3-4 again. I inspected the wires coming out of the column, and tried to move them around thinking the ground could be loose, but that doesn't help.

As a temp fix I've wrapped copper around the steering shaft and grounded at the turn signal grounding plate, but would like a more permanent solution.

Any ideas? Or is this something where I have to take the entire column out to inspect/rebuild?
 
If you have a rubber rag joint, have you checked to see if the grounding spring wire is in place at the steering rag joint (small spring that runs through the middle of the coupler), if its missing you wont have a good ground
