Tail light ground

Can anyone tell me what this wire should be grounded to or connected to?

Looks like it's already grounded to the body. I'm guessing those lights dont work? It has to connect to the back of the light fixture, I would think????

The factory didn't ground that way, that looks like solid core wire which the factory didn't use.

My guess is old trailer hitch wiring by the looks of the taps on the other wires.

Maybe it was for trailer wiring or something. All my tail lights work already.

doesn't look factory. poor ground to tail light mounting stud,crimp connector and shrink tube.
