I don't know what this mat is hiding, but I bet its kinda ugly.
 
One cat is cheaper than 2?

As a dealer if he sold it without a cat he would be liable, private sales are questionable if you dont clearly make it an "as is" situation. I am guessing you would never even see this side of the car if the cat was missing.
 
I was curious about how to run the semi dual exhaust on my NYB, minus those crappy tailpipes,,I have some ideas now. And my Cat is certainly coming off. Question! That "Y" pipe looks OE. Were duals an option on C,s in those yrs.?
 
Duals were available with certain non-cat BB engines. The Y-pipe coming from the manifold is original. That Y-pipe after the cat is a DIY fabrication.

That rear Y pipe is not stock. Dual exhaust optional on C body Formals from 74-77. Apparently N/A in 78- at least according to the FSMs (see page 11-11 of the 77 FSM and pg 11-10 of the 78 FSM for ref.)
 
There has been a ramp up of EPA enforcement in catalytic converters at the aftermarket manufacturing level... IDK how all that is going. There was a legislative push a while ago to treat the entire exhaust as a emissions system and stop all modifications. IDK how all that turned out... but by the established older guidelines anything after the cat is safety and noise abatement... so this would be a legal system for a shop to make. Its kinda weird, but it is technically illegal to remove a functioning cat even to replace it with dual catalysts to mimic a factory dual system.

The shop doing the work is subject to fines and the technician fines and jail... I never worked this end of the business, but don't play around when the EPA has a $25K penalty on catalyst removal... plus jail time. So far as I know that has not been used on vehicle owners and stories of shops getting it are rare... but do come up from time to time. The laws as I understand them, could be applied to anyone.

If you were a government inspector for some particular agency, you'd be one mo-fo prick to deal with. Loosen up. Seriously.
