TQ rods won't go down

Hi there. Just rebuilt 9077S on 77 Newport. At idle, the primary metering rods won't suck down. Car has good vacuum. The metering rod "cylinder" is free and can be pushed down against the spring no problem. What in blue blazes did I miss or screw up? Pretty sure I used the identical gaskets....A hint? anything?
 
Those metering rods are a real pain because they are impossible to drop down dead center into the passageway

You have to take the arm that they hang off of and keep trying until the move freely.
 
I hope they are not bent. Take the caps of and pull one out and see if it is bent or not.
 
If the piston is going down, it has to be having the vacuum source cut off or sucking air before piston bore
