In which state is the city of Jimmy Carter (SSN-23)?

Naming convention depended on Class.

The Ohio Class (SSBN, SSGN) are named after states. The Los Angeles Class (SSN) are named after cities. The Seawolf Class, of three only after nine others cancelled, is a mixed bag at Seawolf, Connecticut and Jimmy Carter. The Virginia Class (SSN) are obviously named after states even though fast attack. The Columbia Class (SSBN) has it's lead boat named after the District of Columbia. Beyond that the Navy hasn't announced a naming scheme for this class.
 
I'll ask a customer of mine.... he spent twenty years in the navy as a submariner. He'll spell it out for me.

The US Navy considers all vessels to be ships. However, submarines have been historically referred to as boats going all the way back to the beginning. A boat, in naval terms, is a vessel launched from a larger ship or tender and required support vessels for their continued operation as in tending. The first submarine of the US Navy, was the Turtle, and was referred to as boat in letters at the time. By the time we got to WWI submarines were getting quite large to really be launched from other vessels. Even larger in WWII. Note in those wars there were Torpedo boats and Gun Boats and they weren't carried.

Today the whole issue is superfluous except for the strong idea of tradition and all Navies are strong on tradition. Submariners will still call their vessels as boats to separate themselves from those in skimmers (Surface ships) because in the end there are only submarines and targets.
