Nah it was under the dash, but it the same vein as the picture, no noticeable solder now that you guys mention it. The tape was the old stretchy friction tape.

I wish it wasn't in the trash, it would be interesting to examine the method.
 
Whatever it was, I know it was not factory. Not even a Q/C quick repair before leaving the plant.
 
It didn't look like something a manufacturer should be proud of. I keep finding more poor splices every visit under the dash.
I think the wiring is almost acceptable at this point though. Every connection on the back of the fuse block was cleaned and reassembled as well.

Seat covers, headliner and package tray are further up the list than a new harness.
 
Electrical tape is like duct tape, very handy stuff, but never used to tape electrical joints. It doesn't like heat, solvents or just plain age. It will come loose and fall off, count on it.
So how to insulate a splice? Use insulated crimp-on splices and proper crimping pliers. Count on spending close to $100 for good pliers.
Do not use a soldering iron because the solder will travel up a stranded wire under the insulation.
Don't use wire nuts, they are designed for solid core wire and they don't like vibration and tend to fall off.
