Well maybe some possible good news?

“Leno’s Law,” or Senate Bill 712, proposes to remove biennial smog requirements from classic cars 35 model years or older – contingent on them being insured as a collector vehicle.

According to current state regulations, only vehicles built through 1975 are exempt from smog checks. That means any vehicle manufactured from 1976 through today is subject to being smogged.

Functioning dated smog equipment appropriate to test those older vehicles is quickly disappearing. In recent years owners of vehicles built as recently as 2000 report difficulty finding shops willing and able to keep their car on the road."

I don't get this.

If old cars (older than 34 years) don't need smog checks, then they don't need smog checks.

I guess that means a 25 year-old car needs a smog check. How does being able to insure a 25 year-old car as a "collector vehicle" alter the smog-check situation? Are there restrictions on a car when it's insured as a collector vehicle? Use or driving restrictions maybe?
 
1975 was fifty years ago. Achieving legislation for a rolling 34 year exemption would make things a lot easier for old car owners I guess.
 
With the termination of replacement parts production, it becomes much more difficult to get an older vehicle to be able to pass an emissions test.

The emissions laws in Kalifornia are a joke.
Part of the emissions inspection is a visual.
Who cares if the things that were originally on the cars are there or not.
The tests should only be for tailpipe emissions.

I like the idea of testing, and using a dyno for checking the vehicle under a load. However, if the tailpipe output meets or beats the standards for when it was produced, the test is done.

If our older cars are tuned correctly, they easily pass the test.

I’m good with a rolling window for exemptions. It makes sense!
