What’s this on the firewall?

I have a ‘65 Newport Convertible. I was wondering what is this opening on the firewall ? Is it meant to be covered? Appreciate ideas….

Its a drain. A rubber flap goes on it. I bought mine long ago from Jacobs when he was still selling parts. I do not know if they are available now or not. They are for B body but quite sure B body is different.

Some on the internet say that B body and C body are the same. I cannot find it in the factory parts book. I thought they were different.
 
The one I got from vans that said it was for C bodies did not fit. The one that did fit was listed as 61 to 65 B body. It is oval in shape rather than trapezoidal. For 66 newport.

I have an original one somewhere. If I can find it, I will make a drawing. Its from a 65 Fury.
 
You put a new one on and it looks like a black hole. This is on my 64 Polara.

1965 and older B-bodies (1962?) use 2 of those flaps.
 
Did that drain hole have a slit/hole at the bottom of that flange? It looks like water could pool up there and rust things out
 
That is actually a cowl drain - there are passageways that drain out at the bottom of the car. The issue is that they can get filled with leaves and dust and clog up, and then the whole cowl panel rusts out of the bottom.

or worse! Mine rusted out at the bottom AND the little alcove where the wiper motor sits!
