I found a car I wanted on Craigslist, non c-body.seller insists that buyer and seller must go IN Person to the Secretary of State office to transfer the title in person. I’m in NY so really not a great option. Is this the case? Scam?
 
I was just having a go with a FB seller about his not in his name 'Open' title, he's not in my state of Florida so I'd thought I'd check titling rules now here, from Florida DMV:

Applying for Title
This must be done within 30 calendar days to avoid a late transfer penalty fee.

The buyer and seller must both be present and provide photo identification.

Both parties need to be present to transfer a title in Florida "if" the vehicle is purchased jointly or if the title is held electronically.
But power of attorney will do for either party.

Some states maintain that the seller owns the car until buyer makes application for transfer.

Out of state? Buyer damn sure better have bill of sale to go with title. Because title may not serve as bill of sale for all purposes, such as odometer, date for taxes, price......
 
Not at all required. No notaries or other BS required here. Seller is just afraid of someone jumping title. Probably an old fellow.

Obviously not feasible if buyer is out-of-state, suggest you put together some kind of contract with VIN, ID's, etc, (which would all be something he could present if the car was found in a ditch two years from now with a dead body inside). If he won't accommodate, move on.
 
I live in MI, and I have never had to go in person with the buyer or seller to the SOS when buying or selling a car.

Yeah I guess your right but.., our new DMV website is mind boggling to navigate and the paper forms to fill out is unbelievable.
Power of Attorney is just another form to fill out and now I understand why many sellers just sell with 'Bill of Sale' and put all the paperwork upon the buyer. And the new increased fees :eek:

Paper titles are generally received within 3-4 weeks
"A title printed and provided to the customer in an expedited manner is referred to as a fast title and must be requested in person. It will be issued and printed the same day. There is an additional $10 fee for this fast-title service. Fast titles may be obtained by visiting a Florida county tax collector’s office or service center."

Quite a few years ago we had our newly elected tax collector on our local talk radio in a hour long program telling us how this new revamped agency he controlled would be oh so great as (I take it) it took away all the extra charges dealers would charge for these services (Fast Title), I didn't really take notes on it other than getting the impression we were all going to get ****** now. Looks to be the case.

There is a carjacking, double murder, possible drug rip-off, South Florida to Central crime creep up here this past spring that involved a car that transferred ownership through many dealers and finally ended up on FaceBook Marketplace where the killers bought it. The detectives had to trace all this down as all along the way the title never had a Dealer Reassignment (I take it) and it had bounced through several <ahem> dealers (pay here now lots) then through a auto auction before it ended up on Marketplace and into the murderous thieves hands.

How'd you like to have Homicide Detectives come knocking on your door for a car that you dumped at a auto pawn lot months before? I don't think those detectives are going to arrive in their short sleeve shirts for a double homicide Ya'Think?

I didn't see the necessity for the complicated Florida title program when I lived there.
As I remember I would be required to display my cars to the title place when I registered them into the state.
I just kept them registered and insured (big money for Florida insurance) at my Virginia residence for the entire seven-year period.
I don't remember all the other stupid stuff.
 
Over populated state ='s rake in the revenue... plain & simple in a non-income tax state.

Now we have a Gulf CAT 5 Hurricane headed towards the middle of the state... WATCHOUT!

Yep, and I still have the house 20 miles north of Tampa, 10 miles inland. Won't flood though. Sits 6 feet above all the other land. Not in flood zone either. Poured concrete walls. Probably move back to it in a few years.

You want to talk about stupid stuff, it used to be that out of state titled vehicles cost $600.00 to transfer the title to Florida, the $600 fee went to fund the Auto Theft Task Force because of all the stolen cars from across the country being shipped out of the Port of Miami to South America and points beyond. (Russia, Middle East, Africa etc.)
I think it was Governor Rick Scott that did away with that law.
Probably why you kept your vehicle registered in VA about that time frame.
