What is happening when a brake cylinder retracts slowly causing the brakes to drag?

For my 57 Belvedere left rear wheel. When I loosen the bleeder the brake releases.

Probably need to replace the rubber brake line going to the back or that one whl cyl. It has delaminated internally, making a check valve internally.

Ok thanks, just replaced the hose and get the same effect. Now onto getting Les' puller.

old hardware? Spring tension could be gone if they're old....

Could be the wheel cylinder is full of sludge. Also what Justin Plant said.
