Without going outside to look at my bumper, isn't that a chromed carriage bolt? Here is an example, and it should not be difficult to replace with new - Chrome Plated Steel Carriage/Bumper Bolts On Midwest Acorn Nut Co.
If trying to save it, I would use my torches to heat the nut red hot, then grab it with vice-grips and try to twist it free. Otherwise I would not invest any time to save it and cut it off with my die grinders/cut-off wheel (or torch) and replace the carriage bolt along with all the others on the bumper.
