I just bought a set minus one center hub for $200

Each chrome hub will cost $150+ alone to replate. That $600.00 just for the hubs.
The caps are held onto the hub by pressure with a retaining clip on the backside. A lot of those clips have been eaten away by rust.

If it's a dark brown like the pinstripes on a Hurst, yes. As a major body color it would have to be a metallic shade. I should have a good choice for cheap 70s Mopars.
