Might the "DL" VIN designation explain a standard steering wheel, without "Partial Horn Ring"?

Before I finalized that post, I consulted the 1972 Police and Taxi brochure at www.hamtramck-historical.com. It listed the "Horn Ring - Partial" as standard on the police-spec Polaras. Whereas the normal Dodge C-bodies did not have any horn ring for any steering wheel, which the car in question, with its "DL" Polara VIN model designation, indicates it started life as a base Polara rather than a police spec "DK" Polara. FWIW
