Flare nut wrenches are your friend, (the kind for brake lines) Plus a little spot of torch heat as the tube can rust up solid to the nut as it looks like yours already has by looking at the twisted collapsed tube. Just a quick spot of heat on the nut before you turn it should free it of the rust bind.
Hitting the connector with a shop of good penetrating oil also helps.

One trick I learned from a friend is to lay a hammer against the flat on one side of the hex and rap the opposite side with another hammer. Works almost every time.

You hold the brass part with a 1/2” open end. You turn the large Nut with a 5/8” wrench. Go back and forth if it won’t spin on the tube.

Just twist it out/snap the line. Throw it away and replace with female brass inverted flare. Then use 3/8 line with regular male nuts on the line. Next time you will be able to use 2 flare wrenches.
Not one of Chryslers better ideas, but what do they care they don't have to work on rusty cars only new.
I do like the double hammer idea from Big John. Have to try that on my Challenger on cam swap.

big john is right , as usual. that top line is pinched nearly shut.
