It means I dunno why more cars weren't black back then.
Maybe it was because all the pyschodelic colors were in vogue.

Black in those days was usually for funeral cars, limos, clergy, and such. It was considered that way by a lot of people. In Japan, black was nearly unheard of on a car until the '90s, because of that connection...much more so there than here, but still.
