Do all seats, buckets and bench come with the holes to mount headrests? I have seen where you can buy just the headrest. My wife is worried that if I happen to get in an accident, I will get whiplash from not having a headrest.

What year car are you refering to ....?
I know that the 68 and later bucket seats, (and likely the bench seats), will receive headrests. There is a hardware kit you'll need to find. I think it has been reproduced but any seat from Jan 1969 and later, (headrests were federally mandated after jan 1, 69). will have all the pieces you need. Check your parts book.

Now interestingly the 69 Sport Fury Vert I bought in 76 had low back bucket seats and no headrests, and there was no holes or signs of them ever having any.......... Now the 69 Sport Fury Vert I just bought has the exact same seats but with the headrests :icon_scratch:

First one probably has an early build date, while the the other one was most likely after Jan 1 or optioned that way.

To add to this ....... Headrests were avaliable as an option on 68 and early 69 cars. They could be had with just a driver side headrest, or a passenger side headrest or both.
The reclining seat option included a headrest on the recling seat only. So if a passenger side reclining seat was ordered then the driver side headrest would still be optional.... wierd, huh.
Also ..... recliner seat headrests were different then non recliner headrests. More square then the pod type, although they will interchange.
