On a power steering equipped car, the Pump may be bad or the spool valve on the steering gear could be stuck. Have a helper attempt to turn the steering wheel with the car running, if the pulley for the PS stops, the belt is too loose. Sometimes the inner lining of the high pressure hose can detach and block the inlet to the steering gear. Disconnect the high pressure hose from the steering gear and put the end in a container and start the car to see if you have fluid flow.I would disconnect the pitman arm from the steering linkage and see if your steering box is frozen.
Is oil pan sitting on drag link? Some oil pans are deeper. Are steering links all properly mounted and not “upside down”? Does it have correct engine mounts? Or damaged engine mounts?It has power steering....fluid is full......fanbelt is fine.....I'm lost
