It has power steering....fluid is full......fanbelt is fine.....I'm lost
 
Does it not turn if the car is running or not running or both? Is it possible that there is something binding in
the front end? Has this just started or was it like this when you got the car. Give us a little info.
 
I just bought it this way ..the price was too good ....no difference running or not....
 
I would disconnect the pitman arm from the steering linkage and see if your steering box is frozen.
On a power steering equipped car, the Pump may be bad or the spool valve on the steering gear could be stuck. Have a helper attempt to turn the steering wheel with the car running, if the pulley for the PS stops, the belt is too loose. Sometimes the inner lining of the high pressure hose can detach and block the inlet to the steering gear. Disconnect the high pressure hose from the steering gear and put the end in a container and start the car to see if you have fluid flow.

Does the shaft in the steering column turn at all? Is the shaft frozen in the steering column?

Is oil pan sitting on drag link? Some oil pans are deeper. Are steering links all properly mounted and not “upside down”? Does it have correct engine mounts? Or damaged engine mounts?
