Actually last year when I picked up the Challlenger, they wouldn't give me the second key fob until I could show them the registration in my name (due to audit requirements for the fleet pricing). I walked across the street to the registry office, did my paperwork and paid the money, and came back for it 10 minutes later. When I drove away, the car was registered in my name, with my plate attached.

Many small towns have a registry agent, and in the two biggest cities there are 30 in each, totalling well over 200 locations, including all CAA offices. Some are really busy, and others, not so much. Also when I renew my registration at the same time as I transfer the plate, there is no fee to transfer, only the renewal charge. I will register the vehicle, transfer the plate and renew it for a grand total of $85.
Funny story. I changed my address a few weeks ago, and the clerk asked if I wanted it changed on all the vehicles. I said yes, and ended up with a new registration for the Monaco 500. Apparently someone hadn't transferred ownership yet.
