Idler issue.

I got a new idler pulley, my question, can I reuse the notched bolt and bearing cover on my old on the new? Did I get wrong pulley assembly? Do I need to drill out these rivots, any thoughts, ideas. Heres pics. Old pulley, new one just has bolt hole, old bolt is notched to not spin in the bracket.

I’m not sure how to do that, but I have a car that needs it done. Be nice to have it look like factory.
 
I was looking on rock auto and they sell new idler pulleys for $16, however they state that :

Pulleys are made from either thermoplastic or steel, depending upon the OEM application demands. The pulleys are grooved, flat, or flat with flanges to meet OEM standards. A dust cover is used to eliminate the possibility of dirt and other contaminates from harming the bearing.

...which makes me wonder if I'd get a plastic pulley. Also, looks like the bearing is exposed on the front.
