The New York city cruisers were mostly 6cyl auto units, guess the figured on city streets they were not going to go anywhere in a hurry anyway.

interesting angles showing the wide tires.
Police package cars with 440 engine got pursuit rated tires that were wider.
I have nearly all the police brochures from 1966-1982. I will post some.

In 1969 the CHP used a Goodyear Bluestreak Police Special Polyglas 8.55x15, (same tire in 1970 became H-78)
It was 28.2" dia with a contact patch of 6.2" on a 6" wheel.
