It's a K special order not sure if that makes it a PK series vehicle. It very well could be the straps. No rust in the tank, as it was just epoxy coated after the repair. I did check and set the timing to 12 degrees just after I got it. The egr is still there with out any lines to it.

"K" is the designation for a Police special order, PK=Plymouth, DK=Dodge, CK=Chrysler. You will see these letters as the first two digits of the VIN. Often the build tag will also show A38 as an option code which is one of the more popular police special order option packages. Included the HD alternator, Battery heat shield, HD suspension, HD battery, certified speedometer, etc. Most were base model 4dr sedans. (PK41, DK41 or CK41) The "K" will also be on the top line as an order code on the build sheet. Some were also built on Fury 2 or Fury 3 Bodies and the First two digits of the VIN will be PM instead of PK for example, but the "K" will still show on the build sheet as the order code. Police agencies had a wide variety of options to choose from. Some agencies used the package order groups and some did it the old fashioned way, line by line ordering.

It's a 76 Gran Fury Suburban wagon. The bits of the build sheet I found did not show anything super special other the the rubber floor. So what makes an emergency wagon vs a regular one?

Police agencies did run specially equipped wagons. Back in the days were there there were no police SUV's, they used to load up the back end full of traffic cones and set up field sobriety check points, etc. These wagons were also popular with coroners, medical examiners and crime scene investigators. Your wagon has the police package under the hood, so I suspect it was probably used in one of those capacities. "K" special order with Y39 code designates this as a police order package.
