Two weeks ago I started the Polara in order to move it for access to the garage. Started out fine in high fast idle. Knocked it down to the next notch after 15 seconds and ran fine. After a minute down to normal idle. While at that point I started another car to exit the garage. Came out and heard the Polara stumbling and then just slowly die. Would not restart. Late in the day.

Today checked fuel in case my gas mileage is really 10 mpg. Got a good squirt. Pumped one more time and the car started immediately. Tapped down after 15 seconds and sat in the car. Very slowly a stumble could be felt and then heard slowly starting over three minutes. Turned the car off for 5 minutes and went to restart where it refuse once again. Pull air cleaner top and see a small puddle of fuel on the top of the 2bbl Holley with wispy fog coming out of the throat. Tried one more time while watching with the same result. When I stopped cranking a small little stream of fuel popped out the throat.

So I have fuel, I have air and I have spark. My question is do I have too much fuel since when not restarting it seems more like flooded to me.
 
A small little stream looks like the pump jet, here are small little streams, but usually while accelaration. ??

I had similar problems (another carb (AFB 625): the float level was not OK, the needle and seat didn`t work proper and the accelaration pump, too.

result: poor gas milage,
solution in my case): cleaning and checking the fuel supply inside the carb.
 
I agree, that it sounds like it is flooding. The stock Holley 2 bbl is notorious for the needle and seat going bad either corroding together not permitting fuel entry or pitting causing fuel to flood out the carb even when the float is up. One of the reasons I hate Holley.
 
I would lean the idle just a pinch and see if it helps. Then watch your choke from a completely cold start and see if it seems like the issue.

Can't say whether this is the problem or not since I was busy with another car that has a fuel flow problem. However, what is the opinion on a Carter BBD 2bbl. carb? Worse? Better?

A BBD 1 1/2 #4962 for a 1971 383? I suspect it would fit since the base looks right and I just happen to have a rebuilt one sitting in the garage for the last 2 years.

I like the BBD...never had a problem with them..I have one on my 318 5th Ave. I don't think the BBD will fit the 360.
 
I've read that a BBD 1 1/4 definitely will not work on a 360, but that a 1 1/2 would if found. The last engine to use a 1 1/2 was the 1971 383-2bbl. It seemed to only issue was a slightly different bend in the choke connection and the fuel inlet. Yet fuel for the BBD and Holley are almost the same and since I have fuel hose that wouldn't be a problem. Needle nose pliers could handle the choke rod. The only thing I really need to check is all the vacuum line fittings but they seem the same while in my hand.
 
Very strange tonight. Took the air cleaner off in order to watch the carb. Leaned out the mixture and started the car. No problem there with the high torque starter. Bam, it is running. I get out to move to the front and get a whiff of blue smoke. Look back and there is a cloud of blue smoke from the pipes as long as the car is in high idle. Knock it off high idle and play with the mixture screws and my vacuum gauge. As before I achieve a high of 21mmHg when the screws are out 2 /3/4 turns. Smoke gone and car runs and runs and runs normally.

By the way I placed my 1 1/2 Carter BBD over the Holley and it will fit exactly in place with a minor bend, towards the back, of the choke thermostat arm. Everything else is a match.
