I think the only restriction on them is probably 2500 miles/year, but I think on the regular insurance on my 68 I got a discount for a rider of reduced usage, and in the past I did not choose that (I put 15k miles/year on the ole girl for my first 3-4 years out of school). With 'regular' insurance I have zero restrictions that the Collector insurance companies require. I can drive it anywhere, anytime. Not sure if the 300L policy has driving-purpose restrictions, but I drive it on errands mostly, so I probably wouldn't have chosen insurance that would disallow that.
I'm not an insurance expert, but as I said your zipcode (and what happens there) will have a lot to do with coverage availability/cost. Things totally outside your control/responsibility. Such as - apartments are perhaps more likely to have higher crime rates vs a typical neighborhood, so maybe that's why they don't care if the apartment has a garage.
I have seen my insurance go up somewhat regularly, due to teh aggregate of of what SF has to pay in claims the previous year. But I have gotten refund checks from them also, the explanation being that claims were below the planned-for amount. I've been with SF for almost 30 years with zero complaints, so I've not shopped against them and can't advise you of what else is out there. Although I do sometimes get competitive offers in teh mail, though, and they are always notably higher.
FWIW - I would never let an insurance company know that you plan to replace them until you have quotes from other insurance in-hand. Don't risk them dropping you out of spite and leaving you naked!
